When to put the roof in the capital plan

How the crossover actually works
Repair is the right answer while the membrane has service life left and the defects are local. It stops being the right answer when the frequency of repairs starts climbing, because that is the signal that the failures are systemic rather than incidental. The crossover is not a date on a calendar; it is the point where you are buying months instead of years.
- Repairs getting closer together is the clearest signal there is. Two in a decade is maintenance. Four in two years is a roof telling you something.
- Wet insulation does not dry out. Once it is saturated the assembly has lost its thermal value and the deck underneath is on a clock, whatever the membrane looks like.
- Seam and termination failures across the roof, rather than in one area, mean the system is ageing rather than damaged.
- Tenant impact is a real cost that never appears in a roofing quote, and on an occupied building it usually dominates the arithmetic.
What to take to the budget meeting
A documented condition survey
Photographs, moisture findings where relevant, and a written assessment. A capital request supported by evidence survives scrutiny that an opinion does not.
A service-life position
What the system is, when it went on, and where that puts it against normal expectations for that system.
A phasing option
Large roofs can often be replaced in sections across budget years. Knowing that before the meeting changes the conversation.
A maintenance alternative
If the crossover is still some years out, the honest recommendation is a program and a baseline, not a project.
